The Libya legalization chain

Four steps to a document Libya will accept

Libya doesn't accept apostilles. The Embassy of Libya legalizes a U.S. document only after it has been notarized, certified under the state seal and authenticated by the U.S. Department of State, and its Legalization Office is strict about how export paperwork is put together.

Before you send it

Each certificate, invoice and halal or export certificate has to be a separate document, not stapled together, with photocopies of everything and of the money order. Files missing a document or a fee aren't processed, so we assemble the package for you.

Two ways to go

Standard or expedited, we run the whole chain

Send us the documents once. We notarize where needed, get the state and federal authentications, prepare the money orders and copies, and deliver the package to the Embassy of Libya's Legalization Office.

Where Libya files stall

The mistakes that stop a Libya legalization

The Legalization Office doesn't process incomplete files, so these details matter.

★ Exporters

A certificate of origin without its invoice

Certificates of origin and commercial invoices are only processed together, and the invoice number on the certificate has to match the invoice.

✕ Assembly

Documents stapled together

Each certificate and invoice has to be a separate document, with photocopies of every page and of the money order.

✕ Payment

Cash or a personal check

Fees are accepted only by money order or cashier's check in U.S. dollars, payable to the Libyan Embassy.

✕ Return

A FedEx Ground return label

The embassy returns documents by USPS, FedEx or UPS, but not FedEx Ground. The wrong label holds up the return.

Certified Libya Translation

Some Libya authorities require documents to be translated into Arabic before they can be accepted. We provide Certified Libya Translations that are fully embassy-approved, ensuring your documents meet Libya legal standards. Translations are accurate, professional, and accepted by government offices, schools, and businesses in the Libya.

  • This service is amazing! I wish I had known about it sooner. I had a document to be used abroad that needed to be notarized AND needed an apostille. It’s not so hard to find a notary but for anything more complicated, Aziz can get it done with a minimum of effort on the client’s part. He picked up the document, handled the legalizations process and returned the document to me. And in less than 24 hours! The consulate, which was my only other option had a ridiculous wait time to even get an appointment,  not to mention they were going to charge me three times what Aziz did. His rates are reasonable and he is super-professional and efficient! He saved me so much time and navigated the whole process seamlessly for me.  I highly recommend him and will no doubt be calling on him again in the future.

  • I was impressed with this company from start to finish, and I will definitely go to them again when I need a notary.First, it was super easy to set up the three appointments that I needed; the receptionist was able to confirm the appointments while I was on the phone with her.  Second, the notary showed up right on time for all appointments, even in one city location during rush hour and where finding street parking was challenging.  Even when I needed to change the location of one appointment at the last minute (from a Starbucks that wasn't open yet to a nearby restaurant), it was easy to reach the notary himself and work out the change with him.  Third, the two notaries I dealt with were both professional in appearance and manner.  Finally, company can cover DC, MD, and VA where I do business, and their price is reasonable.I'm very grateful that the paperwork went smoothly and was done properly.  I'm a new fan of DC Mobile Notary.

  • Aziz of DC MOBILE Notary was incredibly patient, knowledgeable, friendly, and reliable with regard to services we needed to authenticate educational documents for use abroad.  I will no hesitate to utilize his services again. In today's world of everything automated and voice bots, Aziz was a breath of fresh air, answers calls and emails without delays and works on finding solutions for his clients. Thanks Aziz.

Answers

Libya legalization, answered

Does Libya accept a U.S. apostille?

No. Libya isn't a party to the Hague Apostille Convention, so U.S. documents need notarization, state certification, U.S. Department of State authentication and Embassy of Libya legalization.

How long does the Embassy of Libya take?

The embassy's Legalization Office processes documents in 7 to 10 business days, with submissions accepted Monday to Thursday before 2:00 pm.

How much does it cost to legalize a power of attorney for Libya?

The embassy charges $100 for a power of attorney, articles of incorporation and other legal documents, and $300 for a commercial agreement. Our service starts at $495 per document.

How are certificates of origin charged?

The embassy charges $40 for a certificate of origin and $40 for the commercial invoice, plus $50 for goods worth $50,000 or less, or $1 per $1,000 of value above that.

Do my documents need an Arabic translation?

Not for commercial legalization. The embassy's published requirements for commercial documents don't include an Arabic translation.

Requirements checked against the Embassy of Libya in Washington, DC and the HCCH Apostille Convention status table, November 2026.
