We are a locally owned firm built in Washington, DC. Not a lead-generation website, not a reseller, not an anonymous agency that collects documents online and forwards them to a subcontractor you will never hear about. When you send us your birth certificate, your FBI results or your company's corporate file, it is handled start to finish by our own named specialists — people whose photos are on our website, whose licenses are available on request, and who work out of offices you can walk into.
DC Mobile Notary™ was founded by Aziz Bekishov, who started as a notary agent at a Washington, DC title company. Sitting across the closing table from hundreds of families taught him two things that still define the company: documents carry people's biggest life moments — a home, a marriage, a move abroad, a new career — and the systems that process those documents are confusing, slow and unforgiving of small mistakes. In 2016 he founded the firm on one premise: document authentication should work the way a good law firm works — a named person accountable for your file, hand-delivery instead of mail queues, and straight answers about timelines. A wrong signing authority, a missing county certification, a translation the embassy will not accept — any one of them sends your document back to square one and can cost you a job start date, a visa appointment or a wedding abroad. DC is the only city that issues federal apostilles
Every FBI background check, IRS letter and FDA certificate that needs an apostille goes through the Department of State's Office of Authentications — in Washington. There is no branch in Texas and no satellite in California. One office, one city.
DC is where the embassies are
More than 170 foreign embassies operate in the District. For non-Hague countries the final legalization happens at the destination country's embassy, almost always the Washington one. Our specialists are there week in and week out.

Most nationwide apostille services are one office and a shipping account. We have team members on the ground in New York, Los Angeles, Chicago, Miami, Dallas, Boston and New Jersey, in addition to the DC and Arlington offices.
This matters because a state apostille must be issued by the Secretary of State of the issuing state. A New York diploma goes through Albany; a California birth certificate goes through Sacramento. Where we have people, documents are submitted in person — the same hand-delivery advantage we built in DC, extended to the states where most documents originate. That is not marketing. Apostille or embassy legalization — the question that decides everything
The single most important question in this industry is where the document is going.
Hague member → apostille

09 · Federal vs. state
Which apostille your document actually needs
The second most common point of confusion, and the source of countless rejected documents across the industry.
Federal documents get federal apostilles
An FBI background check, an IRS residency certificate or an FDA export certificate is a federal document. It must be apostilled by the U.S. Department of State in Washington. No Secretary of State in any of the 50 states can touch it.
State documents get state apostilles
A Virginia birth certificate, a New York diploma or a power of attorney notarized in Texas is apostilled by the Secretary of State of the issuing state — and only that state. A California apostille office cannot process a Florida birth certificate.

If a provider promises federal apostille turnaround faster than the Department of State physically processes documents, one of two things is true: they do not understand the process, or they are hoping you do not.

How we beat the Department of State's 15-document limit
Here is a constraint most clients — and many competitors — do not know about. The Department of State's Office of Authentications accepts walk-in submissions only during a narrow morning window, Monday to Thursday, 7:30–8:30 AM, and only 15 documents per person, per visit.
For a one-person courier operation that is a hard ceiling: fifteen documents a day, four days a week. For a mail-based competitor it does not matter — they are waiting in the five-week queue anyway.
For us it is exactly why we built a deep bench. We keep multiple trained submission specialists ready Monday through Thursday, each carrying their own fifteen-document allocation.
